Alpine Space city regions require new strategies to sustainably preserve and enhance the natural and cultural assets of peri-urban landscapes under growing land use pressure. The concept of peri-urban green infrastructure (PUGI) has the potential to achieve these goals by improving landscape governance and planning. The LOS_DAMA!-project focuses on PUGI development and enhancement in close cooperation with regional actors of seven pilot projects within partner cities. The pilots allow applying and evaluating multifunctional solutions, committing stakeholders, enhancing cooperation at all levels, and developing innovative planning strategies. Moreover, development barriers will be overcome through skilled use of participative approaches and tools. Professional and scientific support is provided by the LOS_DAMA! network of project partners and observers.
The first stage of the project focused mainly on setting up the pilot projects and strengthening the LOS_DAMA! network. For the pilot projects, TUM helped to develop Pilot Action Plans based on a framework for analysis and assessment. These Pilot Action Plans are designed as multi-purpose tools. They allow the project partners to guide and report the implementation of the pilot projects, and at the same time support the knowledge partners to analyse the set-up, aims and barriers of the pilot projects. To exchange knowledge, TUM gave seminars to project partners, observers and local stakeholders on green infrastructure, ecosystem services and strategic planning. TUM further contributed to local knowhow through consultations with the project partners in order to advance the development of innovative PUGI-strategies in the pilot projects.
Knowledge transfer plays an important role within the LOS_DAMA! project. Not only project partners, knowledge partners and observers are being involved but also dissemination to a broader audience is being encouraged. TUM involves students within the pilot projects to support exchange between local partners and young professionals. TUM students provided already input for workshops with the inter-municipal association ‘Regionalmanagement München Südwest”, and analysed from different perspectives the Landscape Concept for Munich North of the Heathland Association. Currently, we aim to offer the City of Trento innovative ideas for green infrastructure development in the northern part of the city resulting from a Landscape Planning project for students.
In addition, TUM together with the other knowledge partners organised and coordinated the LOS_DAMA! International Autumn School “Enhance the Ordinary” in Salzburg, Munich and Freising. 24 students and young professionals were provided with the opportunity to get familiar with issues of green space development in peri-urban alpine regions. In collaboration with local experts, the participants developed concepts to improve governance in peri-urban alpine regions and to strengthen peri-urban landscapes in the Salzburg region and the area of Dachauer Moos, north of Munich. The process and results of the Autumn School were documented in a video.
In the second part of the project, TUM focuses on the analysis of the pilot projects. As part of the study, the application of the PUGI concept and related principles regarding planning processes are analysed. Additionally, the aim is to identify the potentials and barriers of PUGI implementation in local planning processes, and to determine whether there are specific potentials and barriers for peri-urban and/or alpine urban regions. Moreover, strategic approaches, methods and tools to unlock these potentials and overcome these barriers as well as the factors contributing to a successful implementation are examined. Conclusions, drawn from the pilots’ analysis and evaluation, will be transferred to peri-urban landscapes of other city regions. The gained knowledge will be further disseminated through policy and scientific papers.
